Electoral law Article 38:3 of the Electoral Code: "lists must take account of the gender balance", and article 147: "one in four candidates must be a woman."
Legal sanctions for non-compliance: Constitution If the quota regulations are not met a process of co-optation will follow, where the Electoral Administration adds more members to the parliament to meet the quota. No sanctions meet political parties that do not apply to the quota provision in the electoral law.

Additional information

Article 164 of the Constitution stipulates a 40-60 ethnic quota for Hutu and Tutsi representation in parliament. To the senate, eight women were indirectly elected, nine co-opted. The 2004 Constitution also stipulates a quota of 30 percent women for government posts (article 129).
